Special offer might work in some contexts, but based on your frase, I believe that 'Basic offer' would be best.

Base offer

I'm not giving you a literal translation just to be a Kudoz git :)
I'm basing this on the words included in the rest of the sentence.

"A comprehensive and flexible base offer..."

Would you say 'special' or 'basic' here ? It's just a choice of words, but 'base' sounds best to me.
