My first thought was load criteria or requirements. But after a little consideration, I'll suggest this. 'Load' is more general -- describes other situations and fits the Swe word. But since you're apparently into piping and some kind of 'fluid hammer' (air or water?) 'pressure' might be more appropriate.

: "Testing" is not a correct translation of "underlag".

Here again-linguistic purity vs. practical understanding. No figures, no measures, nothing to describe except, 'Well, we tested it, and it didn't blow up our faces!' This isn't a technical description from Vattenfall for any of their nuclear plants!
