Can't "add as a new translation"

Dear all,
I've just come across this for the first time with SP2.
Shft+Ctrl+U doesn't work.
The hint in the SDL Knowledge Base -- first clear the target segment -- is not working for me
(http://kb.sdl.com/#tab:homeTab:crumb:7:artId:6404).
Any ideas?
