In dieser Situation gründet eine Gruppe von Deutschlehrern weit weg vom Regierungssitz in Bonn den Verein Goethe-Institut . E.v. zur Pflege der deutschen Sprache im Ausland. Die ersten Niederlassungen entstehen in der tiefsten bayerischen Provinz, in Bad Reichenhall und Murnau.

Im Winter 1954 reist die erste Gruppe Ägyptischer Deutschlehrer aus Kairo in das tief verschneite München. Die Ankunft der Ausländer wird als kleine Sensation gefeiert, mehrere Monate werden die jungen Araber nun gemeinsam mit Studenten anderer Nationen in Murnau deutsch lernen.

Victor Massuh, später einer der renommiertesten Philosophen Argentiniens, kommt 1956 aus dem lebenslustigen Buenos Aires für einige Monate an das Goethe-Institut nach Murnau. Täglich schreibt er seiner Frau Maria und der kleinen Tochter Gabriela in dieser Zeit Briefe.

Um noch mehr junge Studenten im Ausland für Deutschkurse am Goethe-Institut zu begeistern, wird der junge Filmemacher Edgar Reitz damit beauftragt ein Drehbuch für einen Werbefilm zu schreiben. Innerhalb weniger Wochen erobert der Kurzfilm „Lida lernt Deutsch“ das internationale Kino-Publikum.

Schon 1953 wagen die Goethe-Gründer die ersten Schritte in die Welt , nicht nur die deutsche Sprache auch die deutsche Kultur soll künftig wieder im Ausland vertreten sein. Athen , Kairo, Tunis, Rom , Delhi, Bangkog, in atemberaubender Schnelle werden in den folgenden Jahren Niederlassungen des Goethe-Instituts gegründet. Meist liegen sie an exponierten Plätzen wie hier in Kairo unweit des Tahrirplatzes .

Lida Regenbergs selber hat nie einen Sprachkurs beim Goethe-Institut besucht, aber die Filmrolle bestimmte ihr Lebens-Schicksal, ihr Mann Anton bekam durch ihre Filmprominenz einen Job beim Goethe-Institut. 34 Jahre erlebte sie die Goethe Welt als Gattin eines Institutsleiters in Teheran, Alexandria, Bangkog, Sao Paulo und Brüssel. An ihre Anfänge erinnert sie sich gut, eine andere Welt als heute.
Auch wenn sie nie ein eigenes Gehalt bekam, war es selbstverständlich, dass sie alle Repräsentationspflichten rund um die Uhr wahrnahm. Für die passende Gaderobe kam damals noch der Arbeitgeber auf:

Während das offizielle Auslands-Deutschland
die wieder wachsende Anerkennung bei den europäischen Nachbarn geniesst, brodelt es 1967 in der großen Koalition von CDU und SPD. Die Meinungen über die Bedeutung der auswärtigen Kulturpolitik gehen stark auseinander.

Während in Bonn gestritten wird, leisten die Goethe-Institute fern der Heimat Pionierarbeit. Geht es in Europa und Amerika in diesen Jahren vorrangig darum Vorurteile abzubauen und geistige Aufbauarbeit zu leisten, müssen die Entsandten in Afrika und in Indien wie hier in der Stadt Poona großes Improvisationstalent besitzen.

1962 finanziert das Goethe-Institut die West Afrika Tournee
des Tübinger Studenten-Orchesters. Das erste Mal reisen junge deutsche Musiker nach Nigeria um dort klassische Musik aufzuführen. Ein einheimischer Sänger aus Lagos wird das Konzert begleiten. Ein Experiment.

Also wir sind kein Raumschiff. Wir sind genau diejenigen, die über Strukturen arbeiten, die gerade in solchen Bereichen Kultur und Entwicklung, wo viele Talente in Ländern sind. Klar, dass ist stärker in Entwicklungs- und Schwellenländern, die aber keine Strukturen haben, um Arbeitsfähigkeit dauerhaft zu sichern. Das ist für uns ganz wichtig.“

1967 kündigen sich in Berlin die ersten Uni Proteste an, das Fieber der Studenten-Revolution infiziert auch die Kultur-Referenten der Goethe Institute. Der Vietnamkrieg und die Kubakrise lassen die auswärtige Kulturpolitik in einem völlig neuen Licht erscheinen, öffentlich wird in den Medien diskutiert was denn nun eigentlich genau repräsentative deutsche Kultur ist .
Im Herbst 1967 versucht des ZDF Magazin Aspekte dem entrüstetem Steuerzahler nahezubringen wie es passieren konnte, das Free-Jazz neuerdings zum Exportschlager des Goethe-Institut gehört. Ob das Albert Mangelsdorf Quintett oder das Klaus Doldinger Quartett, die jungen Jazz-Combos aus Deutschland unterwegs auf Tournee in Asien und Südamerika sorgen weltweit für Schlagzeilen und Aufregung.

Es war der letzte friedliche Sommer in Afghanistan, nur ein Jahr später marschierten die Russen ein und das wunderschöne Land am Hindukusch versank in Bürgerkrieg und Gewalt.
UveMüllrich und die Gruppe Embryo reisten damals mit ihrem alten Bus auf Einladung des Goethe-Instituts in den Iran, in die Türkei und nach Marokko.
Langhaarige Hippies als vollwertige Vertreter des deutsche Kultur-Kanons :
Als die Krautrocker mit der Fähre von Gibraltar zu ihrem Konzert ins marrokanische Tanger übersetzen, erwartet sie eine verstörte Institutsleiterin am Grenzposten des erz-konservativen Königreichs.

„Frau Jelinek hieß sie, die stand oben auf der Landungsbrücke, da wo das Boot von Spanien kommt und wir waren unten von den Zöllnern bereits abgewiesen, wegen des falschen Haarschnitts, normalerweise musste man sich dann bei Grenzübertritt dann die Haare abschneiden lassen, aber wir wollten das natürlich nicht, man wollte uns zurückschicken und dann, ja natürlich, wir kamen vom Goethe- Institut, also musste man uns da irgendwie reinlassen, und die Begrüßung durch die ganzen Potentaten und die Frau Jelinek war natürlich entsprechend verklemmt, um es mal so auszudrücken“.

Auf der anderen Seite des Atlantiks im brasilianischen Salvador de Bahia herrscht in diesen Jahren eine brutale Diktatur. Die Geheimpolizei bestimmt mit ihrer Gängelei den Alltag der überwiegend schwarzen Bevölkerung. Gleichzeitig ist die bezaubernde Stadt am Meer das Zentrum der brasilianischen 68 ziger Bewegung. Das Goethe-Institut ist die heimliche Zentrale der Oppositionellen. Während die Bundesregierung beste wirtschaftliche Kontakte zur brasilianischen Militärdiktatur unterhält, ist die Bibliothek und der Filmsaal DER Treffpunkt die Regimekritiker .

Die Situation in Brasilien wird immer bedrohlicher. Besonders junge Leute geraten in die Fänge der Geheimpolizei. Die Seminare und Film-Workshops am Goethe-Institut sind eine der wenigen Inseln der Freiheit für die Widerstandsbewegung. Auch der heutige Kulturminister MárcioMeirellesund der Fernseh-Programmdirektor PolaRibeira waren damals als Regie-Studenten Mitglieder des Filmclubs und Teil der Widerstandsbewegung.

„ Im ganzen Land war damals die politische Stimmung sehr schlecht, es waren die schlimmsten Jahre der Diktatur, die Menschen wurden verfolgt und gefoltert , viele unserer Freunde verschwanden und starben. Es wurde systematisch Angst verbreitet, sie beherrschte uns alle, wenn man die Räume des Goethe-Instituts betrat war die Angst geringer. Man hatte ein Gefühl der diplomatischen Immunität. Wir führten uns beschützt, als wäre man zu Gast in einem anderen Land innerhalb unseres Staates. Wir sogen diesen atemberaubenden Hauch des 68-ziger Deutschlands auf mit seiner modernen revolutionären Kunst, dem Neuen Deutschen Film, einer ganz neuartigen Literatur und Dramaturgie.

Auch im Nachbarland Argentinien beherrscht Ende der siebziger , Anfang der achtziger Jahre ein mörderisches Regime das Land.
Über 30 000 Menschen verschwinden spurlos, die meisten von ihnen werden in den Gefängnissen der Militärdiktatur zu Tode gefoltert.
Das Goethe-Institut in Buenos Aires versucht so gut es geht sich nach außen hin harmlos zu geben.
Doch hinter den Kulissen hat es sich herum gesprochen, dass der Theatersaal einer der wenigen Orte in der Stadt ist, an dem noch ein freier Gedanken-Austausch stattfindet.

In 1951, six years after Germany lost World War II, the country was ostracized by much of the world. In Munich, far from the German seat of government in Bonn, a group of German teachers founded an association called the Goethe Institute to promote the German language abroad. The first institutes were deep in the Bavarian countryside, in Bad Reichenhall and Murnau.

In the winter of 1954, the first group of Egyptian German teachers from Cairo came to Munich. ((Their arrival created a small sensation.)) The young Arab-speakers then spent several months learning German in Murnau with students from other countries.

Victor Massuh, who would later become one of Argentina's most famous philosophers, came to the Goethe Institute in Murnau from fun-loving Buenos Aires in 1956. During his months there, he daily wrote letters to his wife, Maria, and daughter, Gabriela.

By 1953, the founders of the Goethe Institute were daring to take the first steps abroad. Not only the German language, but also German culture would be represented in foreign lands. In the following years, institutes were established with breathtaking speed in Athens, Cairo, Tunis, Rome, Delhi and Bangkok. Most were centrally located, like this one on Tahrir Square in Cairo.

Even though she never attended a Goethe Institute language course, Lida Regenberg's role in the film changed her life. Through her, Lida's husband found a job at the Goethe-Institute. For 34 years, she experienced the world as the wife of an institute director in Teheran, Alexandria, Bangkok, Sao Paulo and Brussels. ((She remembers the beginnings very well. It was a different world from today.))
Even though she never earned money as an institute employee, it was understood that she would accept responsibility for all institute duties, round-the-clock. ((But her husband’s employer did pay for her wardrobe.))

As the arguments raged on in Bonn, the Goethe Institute did pioneering work for the German homeland. In Europe and the US, the institutes’s staff was faced with ridding people of their predjudices and working to promote intellectual development. But those who were sent to Africa or India, as seen here in the city of Poona, really had to be very resourceful.

The Vietnam War and the Cuban Missile Crisis shed a completely different light on cultural policy for abroad. There was discussion in the media of what exactly was representative of German culture.

In the autumn of 1967, a television program ((called Aspekte was broadcast)) on Germany’s second channel, ZDF. It tried to explain to indignant tax payers how free-jazz had become a Goethe Institute export hit. It was the last summer of peace in Afghanistan. A year later, the Soviet army marched in and the country sank into civil strife and violence.
Back then, Uve Müllrich and the group Embryo travelled in an old bus to accept a invitations from the Goethe Institute in Iran, Turkey, and Morocco.

As the rock and rollers travelled by ferry from Gibraltar to the Moroccan city of Tangier, a troubled institute director was waiting for them at the border crossing into the staunchly conservative kingdom.

On the other side of the Atlantic, Brazil was being ruled with an iron fist. The secret police determined the course of every day life. At the same time, Salvador de Bahia, was the center for Brazil’s flower power movement of the late 1960s. Here, the Goethe Institute became a secret headquarters for the opposition. While Germany’s federal government was maintaining excellent economic ties with Brazil’s military dictatorship, the institute’s library and cinema was the meeting place for regime critics.

After her studies in Germany, Gabriela Massuh, the daughter of the Argentinian philosopher Victor Massuh, got a job in 1983 as a cultural advisor at the Goethe Institute in Buenos Aires. Even today, she still remembers the posters set up by the mothers of the disappeared and how they lined her way to work. As a young staff-member at the Goethe Institute, she not only experienced the brutality of the country’s recent history, but also the era that generated the energy to trigger a change.

Oeko-Tex® Standard 100 has been setting standards for testing garments and home textile products for harmful substances since 1992. Together with its label "Confidence in Textiles", the independent certification system is used world-wide by more than 8,000 companies from all parts of the textile production chain to optimise plant quality assurance. Annually updated testing criteria that go beyond the standards set by national laws create more transparency for the textile sector at an international level.
