The city centre is silent, except for the early morning rubbish trucks
trundling down the streets. The inhabitants are stirring slowly in rows of
identical modern apartments. The dawn breeze rustles the row of blue and
yellow-starred flags that stand across the River Liffey. This is Dublin on
23 May, the morning after the Eurovision semi-finals that took place in
Belgrade. Delivery vans move slowly around the city's commuter belts,
delivering stacks of daily papers to neon lit petrol stations. 'COLD TURKEY
FOR DUSTIN AFTER ELIMINATION', reads the headline of The Irish Times, after
Ireland's Eurovision representative, a hand puppet, was kicked out of the
competition.
Some laud the turkey for showing up Eurovision for being a farcical,
purposeless contest that spends far too much money on nothing but
confirming historical bias and showy displays of national pride. Others are
embarrassed that we had shown ourselves up on a European stage, and made a
mockery of a competition that we once thrived in. Many are apathetic. 'Who
cares?' they think, hitting snooze on their alarm clocks and rolling over
in bed.
Talking turkey: yes or no?
On 12 June the country wakes to a greater contest. The Irish public will
register their own opinion of the Lisbon treaty, a document which will
amend the legal basis on which the EU was founded. Amongst a variety of
changes it will give more power to the national parliament, change the
voting structure in the Council of Ministers, reduce the size of the
European commission and introduce a High Representative for Foreign
Affairs. Signed in Portugal by European leaders in December 2007, it is
undergoing a process of ratification across the 27 EU member states. On 29
May, Luxembourg became the fifteenth member to do so.
Many Irish voters are children of the nineties and noughties, the Celtic
Tiger teens who have no memory of the dole queues of the eighties and the
drudgery of the seventies. Self assured and somewhat cocky, many feel that
we no longer need Europe. The torch of the rising star can be passed
eastwards, to the newer member states who still have to take Eurovision
seriously.
Others believe it is this purely for this reason that we should vote 'yes'.
The EU has made Ireland what it is today. A no vote would simply mock the
millions of euros of structural funds that have been poured into the
country. Never mind the thousands of Poles who have flowed in to further
support our economy. Many more, including the young, simply don't care,
even with sexy campaigns like rockthevote.ie and raunchy posters from the
youth wing of one of the largest parties, Fianna Gael.
Dubliners
Back in Dublin, Grace O'Malley is doing some final cramming before her
end-of-year-exams at University College Dublin. 'My understanding of the
Lisbon Treaty is fairly limited,' she admits, looking up from her
textbooks. 'If we vote yes, we'll be giving more power to Europe and less
to Ireland.' A 'No Campaign' poster glints brightly in the sunshine behind
her, reading 'The New EU won't see you, won't hear you, won't speak for you
- VOTE NO.'
'I understand the treaty. I'll be voting yes,' smiles Claire Davis across
town, on her way to work. 'Ireland's dramatic changes in the last ten to
fiteen years have gained world wide recognition - from securing a nation at
peace to creating a vibrant and competitive economy. Ireland's political,
academic and business leaders have a vital role to play in carving out
better policies and activities for the EU.' Co-worker Jeff Donohoe is not
as convinced. 'Even with the Celtic Tiger economy behind us, Ireland is
still a small fish in the large European pond. Do not let the cranes in the
skyline delude you of Ireland's footprint on Europe as a whole.'
Second year student Marie Laffey is examining a leaflet about the Treaty
when I ask her what she thinks Ireland can bring to the EU. 'Oh God, I
don't know - potatoes?!' she laughs, admitting her chances of reading the
leaflet are 'slim to none'. She plans not to vote. 'I'm afraid I don't know
anything about it,' she replies honestly. Most people don't reply. You get
the feeling people are confused, and afraid of sounding stupid. Working in
the European commission in Brussels, Irish graduate Anja Friedrich is
better informed than most. 'I can't fly home, but I'll be keeping my ear to
the ground to hear what happens,' she smiles. 'At least with Dustin in the
Eurovision we could count on other countries booing him out for bad taste -
let's hope that won't happen to us!'

Mit Ausnahme der Müllfahrzeuge, die in den Straßen ihre Morgenrunde ziehen, herrscht Ruhe im Stadtzentrum. Die Einwohner regen sich langsam in ihren Reihen von identischen, modernen Apartments. Eine morgendliche Brise lässt die blauen Flaggen mit gelben Sternen flattern, die die Ufer des Liffey säumen. Das ist Dublin am 23. Mai, dem Morgen nach dem Halbfinale des Eurovision Song Contest, das in Belgrad stattfand. Lieferwagen fahren langsam durch den städtischen Einzugsbereich und teilen Stapel von Zeitungen an die neon beleuchteten Tankstellen aus. „Katerstimmung bei Dustin nach dem Ausscheiden“ lautet die Schlagzeile der Irish Times, nachdem der irische Repräsentant beim Eurovision Song Contest, eine Handpuppe, aus dem Wettbewerb geflogen ist.
Einige loben den Kater dafür, den ESC als lächerlichen, unnützen Wettbewerb entlarvt zu haben, der allzu viel Geld darauf verschwendet, historische Animositäten zu bestätigen und Nationalstolz zur Schau zu tragen. Anderen ist es peinlich, dass wir uns so auf internationaler Bühne präsentiert und einen Wettbewerb ins Lächerliche gezogen haben, bei dem wir einst sehr erfolgreich waren. Viele sind teilnahmslos. Wen kümmert’s, denken sie, drücken die Schlummertaste an ihrem Wecker und drehen sich auf die andere Seite, um noch ein wenig weiter zu schlafen.
Wird der Tiger mit ja oder nein stimmen?
Am 12. Juni steht dem Land eine bedeutendere Probe bevor. Das irische Volk wird seine Meinung zum Vertrag von Lissabon kundtun, einem Vertrag, der die rechtlichen Grundlagen novelliert, auf denen die EU gegründet wurde. Neben vielen weiteren Änderungen wird er den nationalen Parlamenten mehr Macht geben, das Abstimmungsverfahren im Ministerrat verändern, die Europäische Kommission verkleinern und einen Hohen Repräsentanten für die Außenpolitik der EU einführen. Nachdem er im vergangenen Dezember von den Staatschefs der EU-Länder unterschrieben wurde, wird er nun in den 27 Mitgliedsstaaten ratifiziert, zuletzt am 30. Mai als fünfzehntes Land von Luxemburg.
Viele der irischen Wähler sind Kinder der 90er und des neuen Jahrtausends, Sprösslinge des als Keltischer Tiger sprichwörtlich gewordenen wirtschaftlichen Aufschwungs Irlands, die keine Erinnerung mehr an die Massenarbeitslosigkeit in den 80ern und die Plackerei in den 70ern haben. Selbstbewusst und frech wie sie sind, sind viele der Meinung, dass wir die EU nicht mehr brauchen. Das Prädikat des Aufsteigers kann nun an die neueren Mitgliedsstaaten im Osten weiter gegeben werden, die den Eurovision Song Contest noch ernst nehmen müssen.
Andere meinen, dass man eben aus diesem Grund mit ja stimmen sollte. Die EU hat Irland zu dem gemacht, was es heute ist. Eine Ablehnung des Vertrags würde die Millionen an Strukturfonds verspotten, die in das Land geflossen sind. Von den tausenden Polen, die ins Land strömen, um die Wirtschaft weiter anzukurbeln, ganz zu schweigen. Den meisten aber, vor allem den Jungen, ist es schlichtweg egal: sie lassen sich auch von so hippen Kampagnen wie rockthevote.ie und vulgären Plakaten der jungen Fraktion einer der größten Parteien des Landes, Fianna Gael, nicht beeindrucken.
Dubliners
In Dublin bereitet sich Grace O’Malley auf ihre Jahresabschlussprüfung am University College Dublin vor. „Ich verstehe nicht viel vom Vertrag von Lissabon, gesteht sie und schaut von ihren Lehrbüchern auf. „Wenn wir mit ja stimmen bekommt die EU mehr Macht und Irland weniger.“ Hinter ihr scheint die Sonne auf ein Plakat, das mit dem Slogan „Die neue EU wird dich nicht sehen, nicht hören und nicht mit dir sprechen – stimme mit nein“ für die Ablehnung des Vertrags wirbt.
„Ich verstehe den Vertrag und werde mit ja stimmen,“ sagt Claire Davis lächelnd am anderen Ende der Stadt auf dem Weg zur Arbeit. „Irlands rapider Wandel in den letzten zehn bis fünfzehn Jahren hat weltweit Anerkennung gefunden, für die Stabilisierung des Friedens wie für die boomende, konkurrenzfähige Wirtschaft. Auf Irlands führende Köpfe in Politik, Bildung und Wirtschaft wartet die Aufgabe, die Politik und Tätigkeit der EU besser zu gestalten.“ Ihr Kollege Jeff Donhoe ist nicht so überzeugt. „Auch mit der Wirtschaftskraft des Keltischen Tigers im Rücken ist Irland noch immer ein kleiner Fisch im europäischen Teich. Sie sollten von den vielen Baukränen, die das Stadtbild prägen, nicht auf Irlands Einfluss auf die EU im Ganzen schließen.
Marie Laffey, die im zweiten Jahr an der Uni studiert, wirft gerade einen Blick auf ein Prospekt über den Vertrag von Lissabon, als ich sie frage, was Irland zur EU beizutragen habe. „Oh Gott, keine Ahnung – Kartoffeln?!“ lacht sie. Sie gibt zu, dass die Wahrscheinlichkeit, dass sie dieses Prospekt lesen wird „gegen Null gehen“. Sie hat nicht vor, Ihre Stimme abzugeben. „Ich fürchte, ich habe keine Ahnung davon,“ antwortet sie wahrheitsgemäß. Die meisten Leute antworten gar nicht. Man hat das Gefühl, dass sie irritiert sind und Angst haben, etwas Dummes zu sagen. Als Mitarbeiterin der Kommission in Brüssel ist die irische Hochschulabsolventin Anja Friedrich besser informiert als die meisten anderen. „Ich kann zur Abstimmung nicht nach hause fliegen, aber ich werde die Augen offen halten, um zu sehen, was passiert. Mit Dustin beim Eurovision Song Contest konnten wir sicher sein, dass die anderen Länder ihn wegen schlechten Geschmacks ausbuhen würden. Hoffen wir, dass uns nicht dasselbe passiert.“
