Therefore, صلاحية in this context, does not mean authority or power, but rather "fitness" to perform judicial functions.

2. In English speaking countries, such a body would be called "Judicial Qualification Commission." This can be gleaned from many sources, such as:

3. The action against the two judges has been referred to in English-language sources as a "disciplinary hearing" by a "disciplinary panel" or "disciplinary council." To my knowledge, the term "judicial qualification" has not be used in such sources. Here is an example:

5. Looking further, once can reasonably conclude that the two terms refer to the same body and the same process. Take a look at the following source:

It is clear to me from this last source that the two terms مجلس الصلاحية and مجلس التأديب refer to the same body and the same process. In English-language sources, it has been consistently referred to as "disciplinary panel" or "council." As a translator, you can use this term for its currency, but you can just as legitimately give the term a fresh translation, bringing to light what the term really means.
