From a document on noise emissions legislation from Chile. Ideally I'd like help with the translation of the entire phrase, as it is a key part of the document:
"Para cada medición realizada, se elegirá el mayor valor entre el NPSeq y el NPSmáx disminuido en 5 dB(A), y se calculará el promedio aritmético de los valores obtenidos".
NOTE: NPSeq = Equivalent Continuous Sound Pressure Level; NPSmáx = Maximum Sound Pressure Level.

Según el contexto, "disminuido en 5", está incompleto debería decir, "disminuido en 5db" al tratarse de los términos usados. Por tanto, se trata de un sistema de medición de ruido usando la escala DB (decibel, 1/10 of Bel) para este tipo de datos. : The ST in fact says "disminuido en 5db(A)" - which is absolutely complete and correct - so your 1st sentence is irrelevant. All your references to "dB", including in your proposed translation, should read "dB(A)". This is acoustics, not electronics.

The point is that the arithmetic average is calculated from a mixture of NPSeq values and NPSmax-5 values. The acoustic "feature" this caters for is the fact that a high value of NPSeq may be more harmful (cause more annoyance) than the NPSmax value measured over the same period. This may be the case if the noise is fairly constant but has occasional short peaks. The 5dB(A) reduction applied to NPSmax reflects the "annoyance differential" between continuous noise and noise spikes.
