This is from a contract about the procedures that will be adopted regarding the foundations for a building project.

I am assuming this relates to allowing water to pass under the road, but there are no other mentions of this aspect of the construction.
The beginning of this section states that the various foundations come under the rules set out in Eurocode 7 - Spread Foundations.
