Me parece que la palabra en este contexto es 'simmer' y no 'summer.' Simmer quiere decir 'hervir a fuego lento.'

fuego mínimo
I agree with both of the other users; it has to be "simmer". However, when you turn the heat down to a "simmer", you are actually turning it down to an absolute minimum, and "fuego lento" is slightly higher than "fuego mínimo", which is rock-bottom heat.
Also, "fuego mínimo" is a more natural term to use in Spanish cooking, at least in my region.

"Bajar el fuego al mínimo y dejar hervir hasta que toda el agua haya sido absorbida". Something like that. Good luck!
Also, "fuego mínimo" is a more natural term to use in Spanish cooking, at least in my region.
