A קומבינטור is someone who knows how to go about getting stuff done, either legally or otherwise although not so much the criminal type. It is actually derived from the English word combination - one who knows how to combine things/situations to get what he needs.

: A schemer or a fixer. Depending on context it can have a range of negative to neutral meanings, but not necessarily against the law.

It would have helped had you chosen the language direction to be Hebrew-English..
Anyway, the closest thing that comes to mind is "Doctor". As in, "come to the Doctor, he'll take good care of you"/"Doc can get you a good deal".

The definition is someone who fraud others to get what he wants, or to direct the outcomes into his\hers direction, scheme schemes, etc. - dishonest man. Shady businessman simply describes this - but I think that swindler might be a better option. There are other options as well, but I find swindler really suitable.

: A bit out-of-context I think. קומבינות are not (nessecarily) fraud, and קומבינטור is more shrewd than dishonest in nature. Schemer, manipualtor or even plotter is more like it IMHO.

or my definition would be a person you go to when you are stuck, who knows how to get around the "system" or find loop-holes; perhaps not a criminal but not necessarily the type of person you want to do business with if you are not on the receiving end.
