I'm assuming it should say 'discourage' rather than 'encourage'...

I get it now... encourage shoplifters to think twice about stealing.

rather than "encourage them to steal again" which is how I interpreted it when I first read it...

The recovery statement encourages the person (one who shoplifts) to RECONSIDER (think again) if (s)he would indulge in the activity in the future. Hence, 'encourages' is fine with me.

I'm a bit confused cos you ask for an English phrase to be translated so I'm assuming that you have already translated the Swedish or are proof reading
The phrase we often use in English for such a warning is as above
but to use it the sentence would have to be rephrased
I've given myself a low certainty as I'm far away from the original but the phrase is very standard English and 'safe' to use
Example sentence:

The store has a 'shoplifters will be prosecuted policy' to encourage them to reconsider
