Are these two sentences identical in meaning?

1) Alle Entgelte berechnen wir Ihnen zuzüglich Mehrwertsteuer (in der jeweiligen gesetzlichen Höhe).
The fees that we invoice you for DO NOT include the (current legally prescribed amount for) the VAT.

2) Die zu zahlenden Mehrwertsteuer sind im Entgelt nicht enthalten.
The VAT that is due is not included in the fee.

OR does 1) mean that the fees we invoice you for DO include the VAT? I thought "zuzüglich" always meant you had to add the amount to the figure quoted, but here it seems unclear.

Ich habe Deine Frage eher als \"Verständnisfrage\" aufgefasst - was die Übersetzung von \"zuzüglich\" selbst angeht, so finde ich persönlich Deine eigenen Versionen vollkommen in Ordnung.
