it is a tenancy agreement; the section in which this statement appears comes under the heading "rent and deposit". In the previous paragraph, it states that the guaranttee can be retained against any unsettled accounts between the tenant and the landlord. Once the landlord has returned the guarantee, they can still ask for it back should any subsequent bills fail to be settled. Hope this helps!

I would translate the whole sentence like this:
The Tenant agrees that should the guarantee be called at any time during the term of the rental agreement the Tenant shall accordingly increase the amount guaranteed.

By the way, the first sentence of your English-language explanation of the context is clear; the second sentence is chaotic.
