I don't believe in the direct translation Zügel -> rein in this context. In this article, you find a citation of Kuner and "periosteal flap" procedures (-> Table III).

I'm not sure about the Umkipp- part. In other anatomical locations, there is a turn-down plasty, etc.

Today, I want to erase also the second option above: bridle is not correct IMO. These procedures are for the treatment of paralysis of the foot, e.g. -> http://www.ncbi.nlm.nih.gov/pubmed/1572589
As I understand it (more context about the diagnose and the surgery in question would be helpful ...), Periostzügelumkippplastik is for treatment of chronic ankle joint instabilities. My suggestion for translation -> periosteal turn-down flap / ... turn-down plasty

: In the REFERENCES of your first link you will find the Original paper by Kuner called "Periosteal rein-plasty, a simple and safe..." - so why not use the established name from the original paper??

Because - according to my research of the literature - no English-speaking author today uses this term. We have to choose a term that the English-speaking orthopedic/surgical target group understands.
