"Diesem Vertrag wird ein Sicherheitsmerkblatt beigefügt, das für Personal des Auftragnehmers während des Aufenthalts im Werk des Auftraggebers bindend ist. Dieses Merkblatt **ist auf dem Bestätigungsschreiben zu unterzeichnen** und vor Arbeitsbeginn im Hause des Auftraggebers mitzubringen."
This is from a clause titled "Aufenthalt im Werk des Auftraggebers" in a framework agreement between a purchaser and supplier (client and contractor). I believe the "client" is headquartered in Mannheim, but I have encountered some words that might indicate some Swiss or Austrian influence (e.g. Kollis). The target is BE, suitable for use in Singapore and other Asian countries.
My putative translations thus far are as follows:
"must be signed on the letter of confirmation" [my first attempt]
"must be signed off on on the letter of confirmation" [more accurate but "off on on" is awkward]
"must be acceded to on the letter of confirmation" [too formal]
I have translated the full sentence at this point as follows:
"This policy must be signed off on on the letter of confirmation and brought along before beginning work on the Client's premises."
How does that sound to the professional translators here?

I agree that "policy" is an appropriate translation for "Merkblatt".
It's hard to know the exact relationship between the two documents, but the confirmation is presumably enclosed with or attached to the policy. It may even form a part of the policy, perhaps a tear-off form at the bottom.
