Los alumnos regulares deberán cumplir con los requisitos anteriores y haber rendido los parciales con nota no inferior a seis. Los que no cumplan estas condiciones serán considerados alumnos **libres**.
En la Argentina, quedar libre es no pasar la materia. Pero el texto me parece ambiguo.

Quiere decir que solo tienen que presentarse en persona para el examen, y lo demás pueden hacer a distancia.
Para el Reino Unido, encontré 'external student' (ver referencias). En muchos casos tiene que ver con personas que quieren volver a rendir un examen, así que quizás te sirva para el contexto que compartiste.
