What they mean, and I didn't come up with a terrific solution, is that the party does not have to provide the proof that the unpaid or outstanding obligations were actually recorded as such, i.e., "protested" . I had a case just yesterday where the court asked the party to justify having submitted the certificates proving "protest" only for some of the cities where the company had an establishment - he was supposed to prove protest in all those cities.
