"Potentielle Fehler in diesen Programmen können als netzimmanent betrachtet werden und wirken sich auf alle Kommunikationsteilnehmer gleichermaßen aus." - would "intrinsic in the network" fit here? I'm not sure I've got the meaning right. All suggestions welcome.

I'd call it. Besides, 'intrinsic TO the network', not IN the...
To use a bit more high-tech lingo, one could say 'potential faults may be deemed native to the network' or 'embedded in the network'

... might be other options here - as I read it, the entire network will/would be affected by such errors.
