Framemaker & Slovenian -- c-Hachek/caron?

Dear all,
I'm having problems producing the Slovenian Č and č characters in FrameMaker v.7.
I've tried entering the character codes, I've tried "Edit > Paste Special > Rich Text Character", all to no avail.
Is there a trick out there, or even just an "accepted" workaround, i.e. subsitute characters?
