Problem on Installing Transit 3.0 Satellite PE

I have tried numerous times to install Transit 3.0 Satellite PE on my machine. The installation runs smoothly, but after restarting my computer, I can\'t launch the application. I\'m using Windows 2000 Chinese Traditional Edition. In the installation manual, it mentions while installing on Win2K/Winnt machines, it will update the OS database. However, this stage never happens during my experiment. Can someone help?
