I've never seen the expression "to file a proceeding" before. Proceeding would usually be Verhandlung, but you can't file a Verhandlung, can you?

proceeding kann ja auch Prozess heißen und in dieser Kombination passt dann auch das Verb erheben (oder einreichen).

: auch richtig, je nach Kontext, wenn es z.B. keine Klage ist. So exotisch ist der Ausdruck anscheinend doch nicht, 1650 Google-Hits für "proceeding was filed", dort weiterkucken!
