tradesman's certificate
For instance, here in Chicago, elevator repairmen, electricians and plumbers must hold a 'tradesman's certificate' to do this kind of work except for the smallest of jobs. 'Meister' would be a 'master tradesman's cert.', e.g. a 'master electrician' etc.
