It is all about lending money to someone to purchase a plot of land currently owned by the above foundation.

"mild" in this context ... ... is almost certainly the old-fashioned form of "mildtätig" ("charitable").

The dictionary also says pious, which is another possible translation, though I don't think it conveys the same instantly clear meaning.

a public eleemosynary endowment

The arcane and archaic use of the German word of 'milde' arguably calls for an obscure equivalent in English.
Example sentence:

The Women's Eleemosynary Foundation is a public foundation organized pursuant to Section 501(c)(3) of the IRS code 1954 as amended that provides benefits.

This eleemosynary endowment was granted, about sixty years ago.

Thanks and danke schön! I wonder whether this is Austria cf. in DEU Gaben mit milder Hand verteilen. Otherwise, endowment is 1. to contrast with the other foundational answer and 2. because the nature of the Stiftung isn't spelled out.
