Incluso, en la Ciudad de México, la Secretaría General de Protección y Vialidad cambió su nombre por el de Secretaría de Seguridad Pública; se publicó una ley con ese mismo nombre; a nivel federal, se creó el Sistema Nacional de Seguridad Pública y hasta se creó una Policía Federal Preventiva. Pero a pesar de estos esfuerzos, los ciudadanos continúan con la intranquilidad de caminar por las calles, de abordar un taxi o de acercarse a un policía.
