I’ve installed OmegaT+, Java, and OpenOffice and I still can’t get my document to open.

Okay, now I've dowloaded, unzipped, and installed the dictionaries using SpellChecker Setup, but I can't figure out how to get anything to show up under "Dictionary."

To see something in the Dictionary pane, you need to install monolingual or bilingual dictionaries:
http://omegat.sourceforge.net/manual-standard/en/chapter.dictionaries.html

You can access the manual by pressing "F1".
