welcome 做形容和动词，无论是使用场合还是意思， 区别还是很大的，

I guess it should be natural to say "You are welcome".

Not quite. Of course it's up to the individual's interpretation, but saying hello to a group of people in general is not quite the same as thanking someone personally.
Typically, first you have to had done something for the person to express his or her gratitude towards - even if it is something as small as stepping aside to let that person pass. After the person says his or her thanks, then it would be appropriate to reply with "You are welcome".
BTW, sometimes people say "You are welcome" out of feeling slighted, because they think they are owed a "thank you" that never came. In that situation, it's more a way of expressing displeasure.
But anyway, common sense is often one's best guide when it comes to etiquette. I'm adding this post at the risk of sounding redundant, but I also wanted to follow up on what the typical interaction would be.

有时我们无法确定一个idiom 的 nuance 或 subtlety 就是因为缺乏对语言的实际接触，从而缺乏“语感”， 再说一个例子。I'm sorry在用于道歉时，其实是个很弱的词汇，很多时候应该用apology或其动词造句才到位。没有长期跟以英语为母语的人交流， 是很难体会这一点的。
有时，一个句子在实际英语中， 用主动语言态表达是常态，但如果你按语法书上说的把它改为被动语态，对方会觉得你不是英语不太好就是trying to be funny(这个我一时举不出例子)。
