It could be for general research advice: it's already in the glossary, try such and such search method, enter * * before and after term, be careful about revealing confidential info (recommend you delete name of patient), please don't close your questions so quickly, have you tried such and such? In other words, helping new translators improve and become true members of the community.

I agree that, first of all, the best way to voice concerns is with a moderator - NOT by posting an "answer" which is actually a condescending lecture telling an asker what s/he is "supposed" to do, and NOT by the Ask the Asker box, as that is not the purpose. Also such comments can tend to come across as nasty and condescending.
The idea about the "brainstorming box" is a good one, provided that it in fact does function such that the asker is actually respected. If it's just a place to lecture and put down someone, to say how dare someone who claims to be an expert ask such a dumb question, etc, etc, etc, then I do not think that is a great idea. The tone of such a "box" must be a welcoming one, and everything written in it should be for the purpose of helping the asker in a nice, professional, and respectful manner. Otherwise, that's the same thing as those who post nasty comments in the Ask the Asker box now.
But I do think that you probably are suggesting something that would be like what I just described. I think that it's a good idea, but if implemented it should be with a clear set of guidelines from the start.
As for abuse or alleged abuse, that is really an issue for a moderator, not necessarily for thread upon thread in the forums - unless all you want is others piling on the agreement. Since I think most people would prefer that the issue be dealt with and resolved, then the proper way to handle these situations would be to contact a moderator.
