I wonder:
What is the purpose of using protected tags?
Should I translate the text between the protected tags in the Target?

Tags contain information about the formatting, such as font and colour, or they can be related to other details and functionalities (such as hyperlinks) in your document.
So, for this reason, you shouldn't translate them, unless you have specific instructions from your client to do it.
