Doesn't omegaT create an XLIFF to translate PO files?

I was checking whether I can use omegaT to convert .po to .xlf.
Is my observation correct that omegaT doesn't create an XLIFF file?

No, OmegaT does not create an intermediary file. It translates the source file directly.

OmegaT save translation and source text to project_save.TMX. TMX is the format of translation memory.
OmegaT do not save status of an translation unite /item; segment/ (translated manually, by MT) in its translation memory. In TMX are no fields for such information. For it was XLIFF developed.
OmegaT reads source files and create target files in the same format. If you translate .po, translated file is .po, too. If you translate .xlf, translated file is .xlf, too.
There is one exception with PDF. OmegaT reads source PDF, recreate it to .TXT and translated file is .TXT. That is a reason, I never translate the PDF in OmegaT. I always convert PDF to other format file to preserve formatting.
If you put translated .XLF or .PO into /source/ folder you get data in project_save.TMX.
If someone want translate a project containing different files, he can use Okapi tools for conversion all files to XLIFF in both directions.
