I can find google references to this but not what it is in English. Is just a General Job Allowance?

The Roman Dictionary of Legal and Commerical Terms has SteleunzulageN (note that it is in the plural) as "Allowance for service" and the Dielt/Lorenz has it as "(Revocable) allowance for special services" though the simpler "allowance for services" gets a lot more google hits (with 20,800).

special allowance

would be my solution; I had one when working away from base, and that is how it was always shown: as "special allowance for higher grade / outbased duties". Mind you, that is 30 years or so ago, so it may be different now...
