Hearings and appeals. The objective, as stated at the beginning of the report, is that minor offences be dealt with expeditiously and informally and that even major offences be dealt with reasonably expeditiously. The right of appeal militates against making every determination of every complaint an interminably justiciable process. Concerns about delay are justifiable. Another concern related to delay is expense because it is very expensive to involve lawyers. It raises the specter that even in relatively minor circumstances those who would bring lawyers would be those who could afford them; in other words, a potential **two tier legal system**.

disagree Transdave (X) : To my mind, 'two#tier' implies two levels. However, the German is referring to a two-class legal system.

If you read the final 2 sentences, they do refer to two classes; one that can afford lawyers and one that can't.

two-class legal system

"Zweiklassen-" is a popular term here in Germany to refer to anything that doesn't treat everybody as equals. At the moment, there is a lot of heated debate about the healthcare system here leading to "Zweiklassenmedizin", i.e. the mass of people in the "Krankenkassen" and the more priveleged ones with private health insurance with far better benefits.

The phrase above fits in with this and is a negative reference to the Americans' insistance that their nationals will not be subject to the ICC like everybody else - resulting in a two-class legal system.

I have also heard (read) this in the context of systems.
