it means that a sole judge and not a court constituted of three judges presides over a trial; that he presides over a trial does not mean that he is the *presiding judge*. a *presiding judge* (in the US, at least) is "a judge in charge of a particular court or judicial district; esp. the senior active judge on a three-member panel that hears and deecides case."
