Now that you indicate the diacritic (accent)... I would say it's a keyboard for typing in Portuguese or Spanish because of the tilde "~".
Or maybe it's a new keyboard that allows you to type in various languages (Romance languages?) with the Latin alphabet. Is it?

Now I'm curious too! The layout of all number and symbol keys seems BE/FR, but those should be AZERTY instead of QWERTY.

There is not such an accent for the u (ú) in Italian, only this one (ù) also no tilde in Italian and no accent over the u in French, so not French.
Could be a new keyboard allowing to type in various Romance languages. Perhaps.

It has keys with diacritics over certain vowels, but in Spanish every vowel needs to have the capability of being accented (á, é, í, ó, ú). It doesn't have ¿ or ¡ to go at the beginning of questions or exclamations.
