So glad this reached a definite conclusion without you being a victim of outright fraud. It could have turned into a very expensive lesson if you had trusted the 1st bank employee you talked to.
Come to think of it, $4000 was just about the right amount to pull this kind of stunt with. It was sufficiently large to be worth the crook's effort but small enough to fly under the bank's radar.

这种事情我还没有碰到过，倒是碰到过一家澳洲的公司为同一件工作付款给我两次，我收到的可是实实在在的美刀，款项都已进入我的Paypal帐户。我确定是客户弄错了，就主动退款并去信告知，结果PM和弄错帐的会计都来信称谢。我想，那天我们三个人应该都心情不错！咱不信天上掉馅饼的骗子伎俩，也不诈人家老实人。

另外还有一事想提一提。月前我在本站接了一个单，是国内一位名叫April的同仁因为自己感冒发烧无法完成而外包。当时我从她温文尔雅的声音上判断此人值得信赖，什么也没有要求，没有PO也没有定金，就开始干了。然后完工后第二天就收到她寄来的完整款项。这一单是我截止目前在Proz上接到的款项最大的一单（近二千RMB）。我只知道她一个电话号码，其余一无所知，假如她想不付款的话我可是一点办法也没有。这件事，让屡屡受骗的我真的感觉很温暖！
啰啰嗦嗦一大堆，只是想表达一点：世上还是好人多，不要因为受过骗就对人性失去信任。当然，生活在这个复杂的世界，多留个心眼还是必要的。

Believe me or not, if i send such an email to him, he may really think I am stupid enough to believe there might really be such an event.

Even early this week, he was still telling me to send him money right away so they can arrange the trip to Durham. I was so sick of it. Didn't mean to make him a better scammer but I ended up sending him an email, telling him if a company has an issue with an interpreter, they would just go find another interpreter, not cancel the whole tour, which should cost much more than $4000.

No, he won't. These are lowlife professional scam artists. He was keeping close tabs on the status of that bad check. He definitely knows that you came out on top unscathed. 
For all we know, he might be the one that stopped payment on the check. It actually could have been his scheme all along - to stop payment on the check as soon as you send the money out Western Union. People like this are really twisted. They've researched the inner workings of the interbank system thoroughly, and come up with these scams that exploit its weaknesses.
须知很多系统的考虑设计都是防君子 不防小人的, 有不少漏洞
