I think you have to pay it. What you showed us here appears to be an invoice (it mentions "Rechnungsbetrag" = amount invoiced) for work already done, not an offer to do this work. You can object if you like, but you still have to pay first. Or at least that is what the invoice says.

Why should I pay for anything I haven't requested? I haven't received any "product" from Justizkasse for which they're invoicing me. The only thing I did in the whole process was to submit a claim application to the law firm handling the bankruptcy and they haven't warned me of any payments or asked to pay.
