Comment: "Thanks, just found this in the reference materials provided. "License fees shall be reduced or increased in such a way as to ensure that the system costs are allocated to the specific groups of materials as fairly as possible on the basis of the user pays principle." (the client had "polluter-pays" but I think "user" is more correct here.). Also, found a good link in the process:
