lack of reading

I think fehlendes Vorlesen here means lack of reading out something loud, a novel, book, etc. in front of people, where if one makes a mistake reading a certain word, this would lead to a result of worse or incorrect pronunciation, since nobody has corrected the subject's reading abilities.
Peer comment(s):

agree mistigri : lack of reading out loud - thats my suggestion as well

agree Melanie Nassar : As I see it, the parents didn't read aloud to their kids. This ties in with the upbringing aspect.

lack of being read to

Turning it around might make it clearer that we are talking about parents not reading stories to their children (and not about the children themselves not reading/reading out loud).
Example sentence:

Being Read to... A Significant Aspect of Reading Readiness

Peer comment(s):

agree Kim Metzger : Makes sense.

agree Diana Loos : I think you'd have to rephrase this to make it flow - something like "because parents don't read aloud to their children the children don't learn to pronounce properly". Rather clumsy though - !

agree Helen Shiner : Yes, with Diana, but you have the sense right - certainly that is how it might be said, though not great stylistically.

agree Clive Phillips : Yes, as amplified by Diana.
