In this Kontext, vorgeschaltet refers to a timed sequence.
When the key/button is pressed, the warning horn sounds BEFORE (vorgeschaltet) the drives are started.

connected in series with

I know, you will get 'upstream' and other such choices. However, as this is sort of electrical, you have things connected in series or in parallel. If they are in series, it doesn't matter whether it is in front or behind something.

It is a bit different from the German, but that is just how it is done.

My take on it from the USA.

According to Ernst's Woerterbuch der Industriellen Technik and Budig's Dictionary of Electrical Engineering and Electronics

Also at Tecnologix online: vorschalten=
connect in series
connect in incoming circuit
connect on line side
superpose

and in Walther's Dictionary of Technology, they have "vorschalten" as "to connect before (in series)"
