Meaning of contingentação

I was recently confronted with the term contingentação for the first time. The context is measures introduced to increase the productivity of magistrados do Ministério Público.

My research soon revealed various meanings of contingentação none of which quite fitted, e.g.:
1. creation/introduction of quotas
2. ano/período de contingentação - quota year/period
3. limitation of the supply of something
4. formation of contingents

My research soon revealed various meanings of contingentação none of which quite fitted, e.g.:

3. limitation of the supply of something
4. formation of contingents

Finally, I located the regulation that had introduced the measures, which provided the correct meaning of the term, which, in this case, is establishment of caseload clearance targets.
