I've read that, too. But since (a) these TUIDs are not necessary and (b) they are often not numbered consecutively, I was wondering: what's the use of them, e.g. in CAT tools?

The attribute is used to associate a segment from the source document with the entry in a TM. It's value doesn't have to be a number, it should provide a mapping between source document and TM.
CAT tools use the attribute to extract ICE (In-Context Exact) matches from the TM, and also to adjust the TM when a translation is changed so that you don't have incorrect translations in memory.
