Stoßstange is "fender" in the USA, "bumper" in the UK.

Bumper guard

As stated by Wenjer Leuschel, this translation appears correct.
First stossstangenbumper is used by a German company, ks-tuning.de (see below) and their site shows these quite distinctly.
Even though a search with bumper guard has not turned up the same type, this denomination does seem to cover these extra protections for bumpers
