Yes, you have changed the meaning - the gist is "it must not be possible to close...", not "it must always remain open..."

Cilian, this is directly before the text in question Safety valve:
The safety valve activates at a pressure above 6 bar to prevent damages to the individual components through excess pressure.

More context might help determine whether the "Verbindung" could be the means of getting somewhere, i.e. a "road" or even "access"

If so, then sth. like "it must not be possible to close (off) the road/path to the..." or "... to prevent access to the..."

agree Elimar Orlopp : Imo that is the meaning. The POSSIBILITY to close it off must not be.
