If memory serves, this term is used in Austria to indicate the grant of sort of most favored nation status to a customer, meaning that they can purchase on open account (thus, the "flowing" aspect), and not just that, but that they'll receive the best terms, whether it be 60 days net or even sometimes 90, depending on the supplier's policies.

Then again, there\'s this article, which indicates that airlines are now permitting customers to change their bookings without charge. That comes awfully close to our concept of giving someone a \"freebie.\" In your context here, could \"waive the charge\" work?
