Can anyone offer advice for problems with payment from a Swedish client, specifically when the supplier is not in Sweden but a different EU country. Can a foreign supplier use Kronofogden to collect unpaid debts? My instinctive belief is that the law may be a little unclear when an invoice is issued in one country to a client in another, but is this true? There is also, in the main menu, the option of 'Svar på frågor' and then a subheading of 'Servicejouren' which gives you the possibility of asking further questions.

I think that unless the client is actually resident in Sweden (tax payer, not only citizen), you can't have the Kronofogden helping you to collect your money (you said he lives in another EU country). Which is quite normal I think.
