The best would be to charge by the hour. The time needed will vary depending on the differences between source and target segments (i.e. joined/split sentences).
Using the aligment module of a translation tool, e.g. Trados WinAlign or DejaVu's alignment tool will speed things up a bit.
If you have to charge by wordcount you should charge a quarter (or maybe a third) of your normal rate, provided you are using an alignment tool.
