I have just received a cheque from a client in Portugal (value 40 euros) and need to know how I can cash it or get it changed. The three banks that operate with foreign cheques here in Brazil only do this for account holders and charge USD 50 or more commission per operation and they take 180 days to clear the cheque. I can't use PayPal as Brazil is not integrated into the system. Postal orders are OK but not all countries honour them.

I used to discount Western Union' service fee to my clients, and it wasn't a bad deal.

Western Union is ok but their fees are really bloody.
I suggest you to go to the bank and ask them to make you instructions for payment. Also you have to open new account but dont worry, it takes only a 5 mins. Then you send instruction via email to your client who will later make payment based on it. It is very good for small amount too because banks wont charge you more than 0,5% and it takes about 4-5 days to transfer the money.

Since a check will need a current account and its fees are high , you can use the moneygram method to get your clients send you the money but you will only receive the money in US dollars ..
It is very easy , you will only need a reference number that your client will give to you after he sent the money .
