What's the standard rate per page for webcomic translation?

the standard page has about 500 words (single space, 250 double space). However, it depends on the type of work you intend to do, e. g. literature translations, descriptions, instructions, etc.
In any case, take your per word rate and multiply it by the number of words on the page. But be careful, there is no standard page because the number of words can vary greatly. Therefore, a word count is always recommended.

Nobody double spaces.
Real-word pages are 250-350 words in European languages.
In any case, though, that is highly irrelevant for comics. You'd have to be a masochist to translate comics at per-word rates, unless said per-word rates are many, many times higher than what you might charge for business correspondence or other generic topics.
