A non-logged in visitor is a user who accesses a website or a platform with having an account or being authenticated,
1. The reason that the non-logged in profiles are not closed is because the web logbook does not remember the information for the user who has not created or logged in to an account.
2. Their usernames often appear as first name since the web logbook registers the basics such as names and entry times to the web and considers the first name until they create an account
3. The other reason why they don't respond to request to more information request is once they visit the web there is no channel to send them notifications regarding the requests.
4. They can never respond with thank you or award points as they have not registered on the platform or web and no detailed info about them stored

I'm not sure what you mean. Non-paying members?
They are non-paying members nor users who do not have a Proz account, and sometimes not translators but visitors or students who visit Proz and post a question. Sometimes they post non-linguistic questions, such as "what is the population of Canada?" or "How long do I have to stay in Italy to get a working visa?", etc. which gets squashed either by a moderator or a member who has the right to squash Kudoz questions.

When they ask a question as a non-logged in visitor, the question is not shown on their profile page. So no one can see how many questions they ask or the level of those questions. I have the impression that some people take advantage of that.

It's more than just an impression.
If you look at the latest questions "asked while not being logged in", you will find (at least) one where the "non-logged-in-visitor" did reply - while logged in as a member "Registered at ProZ.com: Nov 2012".
All that after answering their own question while logged in!
Clarification: a "non-logged-in-visitor" is someone asking Kudoz questions without being logged in, because either they don't have a Proz.com login OR they do have a Proz.com login but did not use it.
So a "non-logged-in-visitor" is potentially anyone with access to the Web, asking questions anonymously. IOW a "non-logged-in-visitor" is not one person, but ALL "anonymous askers" bundled together.
Maybe time to get rid of the option to ask Kudoz questions as "non-logged-in-visitor"?

Because they are not logged in, they cannot dis/agree, suggest an answer or post comments in the discussion section. I believe it's the same with the forums, i.e. cannot post or even start a new topic if you're not logged in.
They would be prompted to log in. I know this because I tried to dis/agree an answer on Kudoz, and somehow my PC was not logged in, and I was prompted to log in to Proz. After I logged in, I was able to enter a dis/agree to the proposed answer on KudoZ.

Earlier this week, I've contacted Support on another matter, but took the opportunity to bring up this issue, referring them to this thread.
Here is the reply I got: "I see that other forum participants have already responded to the original question of what a non-logged-in visitor is on https://www.proz.com/forum/kudoz/367742-what_exactly_is_a_non_logged_in_visitor.html. If site staff considers a priority to post a reply in a given forum thread, a response will be posted."
I wrote back "of course colleagues have replied [to the original question], but I suppose they - and I - would appreciate ProZ staff explaining in detail who a non-logged-in visitor is and what that option entails, especially considering what some of the thread participants have written, which is rather worrying."
No further comment was received from staff.

I guess this will just have to remain one of life's mysteries. I was hoping a member of staff might provide a definitive answer to my questions.

Let me please reply to your questions.

They are not logged into profiles or authenticated on the site. In other words, these are visitors or users who posted a KudoZ question without a profile or being logged into a profile.
2.Why are their usernames often their first names?
When you create a KudoZ question without logging in, you may add your preferred name and email. I guess people may use similar names on different sites.
3.Why do they not respond to requests for more information?
4. Why do they not say thank you or award points?
Visitors who are not logged into a profile cannot interact in the KudoZ section.

Interesting. I post a question and then answer it by myself.
If email addresses are not verified when posting the question, I could use a fake address, meaning also that I don't get any notifications on replies.

Why are these people allowed to use KudoZ?
They're getting something for nothing, and people answer their questions without realizing that there will be no points, thanks, or other interaction from the asker.
If they are allowed to post questions, shouldn't these come with a warning? Simply showing their names in black isn't really sufficient.
