I then found a website with a handbook for a German school based in Washington and "Fachleitung" appears in the Glossary (p. 102)

I think "Fachleiter" has two different connotations in Germany: on the one hand it is a "teacher trainer" responsible for the instruction of teacher trainees (your Ausbildung von Referendaren) in the two year teacher's course;
