I have just read a posting for a job with the above condition.
Is this unusual? I really cannot imagine asking friends and colleagues to proofread for free. So I was wondering if the rates were higher than usual. Quite a few people on Proz have worked for this company.

I provide this type of service to several clients, and of course I always pay my proofreader(s). When I quote, I simply add their rate to mine. Sometimes I also pad the final rate with 1 extra cent/word to account for my contribution to "project management"

I too include this service for some customers, although primarily for my direct customers.
When quoting for an agency, you might want to include two prices in your quote (proofread by you and proofread by you + another translator). By breaking the price down, the agency knows your rate plus the added value they're getting by using your translation and aditional proofreading services.

In any case, as others have said, I would factor the price into your quote - whether or not you give the customer a breakdown is up to you.

There is nothing unusual about this. Just make a note of this for this client, and when you get a job from this client, as if they would like you to have the text proofread by an independent party (and mention what this extra service will cost them). Then simply add "proofreading" as a separate item on the invoice.
Alternatively, simply increase your rate to include the rate of the colleague.
Ask someone about the tax implications of this. I guess it may depend on whether the colleague is seen as your subcontractor. The money will also show as incoming and outgoing transactions on your bank account, so make sure this won't impact your tax submissions negatively.
